Main purpose of the role:
Support the Force in relation to the research and investigation of international criminality and incidents, providing support as the single point of contact between Essex Police and the International Policing community for the purpose of exchanging intelligence; transfer of crimes, obtaining travel information and foreign conviction information, ensuring that the Force is compliant with Home Office directives, conducting research to support operational decisions and being respectful of international relationships.
Receive notifications of offender travel, risk assessing and disseminating information in order that they receive the correct attention on arrival to the UK and to manage threat risk and harm to the organisation from foreign criminals residing in the Essex policing area.
Notify other countries of offenders that appear on the Sex Offenders register travelling to other countries that may cause threat risk or harm as per duties placed on police services.
Assist Essex Police Officers and Staff in following procedures of exchanging intelligence internationally, promoting and providing information to assist in Essex Police investigations; ensuring that the Force doesn’t disseminate information that would put the public and/or the Force at risk.
Facilitate the transfer of crimes into Essex Police from overseas and vice versa including liaison with other countries where a crime has been committed in their country and reported to Essex Police; confirming if the crime will be accepted and facilitating the secure method of providing documents and records in relation to the crime, such as statements, DNA, thereby enabling Essex Police to meet its requirements of international transference of crimes and support of criminal investigations oversees.
Process ACRO checks to obtain conviction information from other countries, actioning and disseminating as appropriate in order to promote understanding of a subjects past offending, to assess risks posed and assist in identifying patterns of offending.
Research and develop information relating to individuals, vehicles, places and incidents as tasked by Interpol/Europol in order to assist other countries with investigations, supporting mutual agreement and positive international relations.
Process international letters of request, assessing whether the country requesting assistance has done so correctly, whether the request is achievable as well as the level of urgency in order to maintain compliance with Home Office directives.

Background knowledge and experience of working in an intelligence environment is desirable along with ability to carry out risk assessment in line with the National Intelligence Model.
Good communication skills are essential as the post holder will be required to communicate extensively with international and national external agencies in addition to local officers and staff.
Attention to detail of data and information is required.
General IT skills are required including Microsoft Office products.
A knowledge and understanding of National Policing systems including PNC and PND is required.
Good research skills to be able to make use of all the resources available including Experian, Athena, crimefile, PMS, custody system.
This is a designated post and will be subject to management vetting assessment every 7 years. National security vetting clearances are reviewed every 10 years.

Mgmt of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
