Main purpose of the role:
Provide support to the Payroll & Pensions Manager and their Deputy by directing the Payroll and Pensions team to ensure work is completed accurately, interpreting and applying
the relevant force regulations, policies and legislation, providing specialist advice and
resolving complex queries on all aspects of pay, taxation and pensions from employees at all levels of each force
Main responsibilities:
• Check, reconcile and authorise payments to third parties from payroll output within specified timescales, including the release of the BACS file and payments for voluntary deductions, ensuring timescales for despatch are met
• Support the interpretation of, and ensure the application of, changes in Police Regulations, staff conditions of service, legislation and HMRC guidance relating to taxation, mileage rates and statutory payments
• Provide advice and guidance on police officer and police staff pension schemes, ensuring all documentation is accurately completed, checked and authorised, to ensure pension payments are made on time
• Provide advice and guidance to employees at all levels, resolving complex or sensitive queries on all aspects of pay and pensions issues
• Provide accurate management reports and statistics regarding force payrolls, to internal and external organisations including pension scheme administrators
• Review and design working practices for the team, develop performance measurements and monitor performance to ensure the efficient processing of accurate work within approved timescales
• Quality assure payroll data input of colleagues against source documentation, in order to ensure accuracy on all pay variations actioned by other members of the team
• Assist with statutory Year End requirements as directed by the Payroll & Pensions management team
• Deputise for the Payroll and Pensions Deputy Manager and / or Payroll and Pensions Manager in their absence or as required, undertaking all urgent and priority work in order to maintain the efficiency of the section

Necessary experience:
The Senior Payroll Officer will be educated to minimum A Level standard or hold an equivalent qualification. Ideally, the post holder will hold a professional Payroll qualification, or be working towards one. It is essential that the post holder should have a minimum of 2 years payroll and / or pensions experience. It is essential the post holder possesses and can demonstrate an excellent understanding and appreciation of salaries, allowances, pensions, National Insurance and taxation. Ideally the post holder will have a previous experience of working in a public sector payroll environment and have experience of pension auto- enrolment. Previous experience or the ability to rapidly become familiar with the workings of a SAP based payroll system is essential. This will be combined with a comprehensive understanding of Excel in particular relating to the extraction and manipulation of data.
The post holder will be methodical, accurate, organised, a good team player, able to work under minimal supervision, work to strict deadlines, have a good attention to detail and have a proven track record of accurate figure work. The post holder is responsible for providing a level of specialist information to all levels of internal and external customers where the need for strong communication skills is essential. Knowledge of Police Regulations, staff conditions of service, police and local government pension schemes would be an advantage.

Able to interrogate systems to produce statistical information for internal and external use, including returns to PNB and the Home Office. Able to represent the Force at court as an 'expert witness' with regard to pay and pensions payments being made or withheld. Interprets and advises on Police Regulations, and conditions of service regarding payroll and pensions provisions. Identifies and suggests areas of potential savings in terms of payroll expenditure and income generation.

Completes annual reviews of skills passports, training needs analysis.

Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset assistant is familiar with the NPCC Information Asset Owners Handbook.

Expert in the use of one or more office software products. Is proficient in the use of these packages to significantly enhance the quality and/or presentation of work required within the role.
