Main purpose of the role:
Manage the day to day delivery of Special Constabulary training and the staff of the Professional Development Team; providing advice and guidance to trainers, developing courses, manage the development and progress of students, quality assure the work of the Unit, in order to ensure the development of student officers into effective Special Constabulary officers. Evaluate the delivery of training for the force, including the provision and establishment of standards and methodologies of well-designed products and appropriate levels of assessments and evaluation to satisfy rigorous quality standards.
Supervise the Professional Development Officers; motivating and providing support, guidance, coaching and mentoring, taking responsibility for the continued professional development of all Team members, including counselling and securing relevant development opportunities to enhance individual and team competence, enable a consistently high quality performance and ensure the individual's potential is maximised.
Oversee the effective transition of student officers from EPC to LPAs. Act as the professional lead and conduit between EPC and LPAs; assisting Local Policing Sergeants and Inspectors in all matters pertaining to Specials student officer training to ensure best practice is promoted, acceptable standards are maintained and developmental progress is made.
Supervise and deliver a wide range of training courses, using creativity and innovation to provide modern, dynamic, relevant and current professional training for officers and staff throughout the Force, including undertaking any individual coaching or tuition that may be required, ensuring the provision of high quality training at all times. Liaise with stakeholders to ensure the localised training needs are addressed and supported, liaising with admin staff to book venues, resources etc. in order to deliver the required training to the Force.
Maintain an up to date knowledge and awareness of key specialist areas of training, identifying current issues and where appropriate revising or amending courses and course materials to reflect these changes, in order to ensure that all training provided is current and relevant.
Manage and motivate staff on a daily basis, taking responsibility for appraisal, training, capability, development, recruitment, selection, discipline and welfare, to ensure compliance with personnel policies and procedures and build a cohesive, dedicated and professional team to deliver training to the Force.
Deputise for the line manager, acting as the Police Colleges representative at corporate and external forums as required, including influencing working practices, in order to ensure the continued provision of high quality contribution from Learning and Development.
Schedule training delivery and manage duty rotas, approving annual leave and providing contingencies in case of sickness or leave.
Supervise and quality assure training delivery of your team through personal observation and dip testing to assure adherence to force standards providing coaching, feedback, advice and guidance or implementing remedial actions as appropriate, ensuring the consistent application of policy, practice and procedures in compliance with all relevant legislation, national guidance, force policy and associated standards.
The post holder will be qualified in one or more of the following areas:
The postholder will have demonstrable practical experience and an up to date knowledge of training in a range of styles appropriate to the subjects covered by the Unit, with at least two years experience in a practical training environment. Skilled in the design and delivery of training, the post holder will have a proven track record in identifying training requirements and producing high quality training courses, which are fit for purpose. They will also be required to hold an Award in Education and training (AET) qualification or equivalent or be prepared to work toward achieving such a qualification within a reasonable period. They will also need to attain the recognised TAQA Assessor Award or equivalent.
The post holder will be knowledgeable of police roles, front line policing, organisational culture and environmental issues. They will be able to demonstrate their ability in the management and motivation of staff, ideally this will be supported by previous supervisory experience. The post holder must be organised and confident with excellent interpersonal and communication skills, this will be combined with the ability to debrief course attendees, both verbally and in writing, to enable them to develop to their full potential. An attention to detail and high levels of concentration are also essential.

Checks and codes invoices and claims for payment, ensuring appropriate authorisation is evident and financial regulations are complied with before claims are processed. Can maintain commitment accounting system ensuring information is up to date and accurate. Capable of making payments into collection and deposit accounts and from imprest where applicable. Aware of budgetary constraints, familiar with and complies with finance and budget management standards and procedures detailed within the Force Financial Handbook and the Delegation of Financial Authority.
HR - Staff Development (Level 4)
Provides advice to managers on PDR, career development programmes and training courses currently available to members of the force.Dependent upon role, able to provide more specific career development feedback and guidance to individuals. Able to produce skills audits to assist with career pathways, succession planning and selection options to enable informed decision making by managers/local management teams. This may involve utilisation of the computerised HR database. Possession of Certificate in Personnel Practice is desirable.
Health and Safety (Level 5)
Has received training which enables the effective completion of risk assessments and Health and Safety inspections of premises. Identifies defects or hazards and takes action to resolve any apparent health and safety issues within an area or department. Fully accepts responsibility for the safety of members of staff, as well as visitors and contractors. Monitors the application of health and safety related procedures for the area or department. Possession of a certificate level qualification in Health and Safety is desirable.
Information Gathering and Analysis (Level 4)
Is able to identify reliable and appropriate sources of information and select methods of gathering information which are efficient and effective. Has a working knowledge of legislation and policy relevant to the collection, recording, storage and distribution of information.
Information Management and Technology (Level 4)
Can conduct basic computer searches and can correctly interpret data generated. Can create and amend records, according to role requirement. Knows established rules and protocols. Understands impact of data quality, and is self-monitoring on data quality issues.
Interviewing - General (Level 3)
Demonstrates the ability to conduct effective routine interviews for a variety of purposes. Prepares and plans carefully and is clear about the purpose of the interview. Asks relevant questions and is able to obtain the required information. Regularly reviews personal interview performance. Adapts style to suit the needs of the interview.
Knowledge of Police Environment and Policy (Level 4)
Displays a general appreciation of changes affecting the police service. Understands the inter-relationships between the roles of the various Operational and Support activities, and how organisation structures and police systems work. Possesses a detailed understanding of working procedures, practices and policies relevant to the current role and the roles of subordinates and ensures that these are followed at all times. Is clear about Force goals and effectively contributes to local business plan objectives.
Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Office Technology (Level 4)
Demonstrates advanced skills in the use of one or more office software products Able to use these packages to enhance the quality or presentation of work required within the role. Manages data files and file structures. Provides on the job training and guidance to other staff in the use of specific or specialist software, if required. Familiar with established IT rules and protocols and shows a good understanding of data protection requirements.
Risk Management (Level 4)
Able to anticipate risks likely to affect the team's ability to execute their function, in terms of likelihood and impact, and assesses how the challenges facing the wider organisation might affect their team and their objectives. Has an understanding of pathways to alert local managers to flawed or ineffective operational control strategies and provide continuity/recovery options. Has an appreciation that seizing opportunities also generates risks.
Training (Level 5)
Able to adapt the style and content of the training during the course, tailoring the course to the needs of the participating individuals. Delivers a wide range of training packages, on a variety of subjects, and assists with the creation of various distance and flexible learning packages. Tailors courses to meet the current needs of the Force. Produces training plans for approval to rectify skills gaps.
