Train and undertake deployments within the specialist areas of Police Search, CBRN and Marine, acting as the force expert delivering safe and effective operations in line with national and force policies. Delivery will include the efficient and effective co-ordination of specialist capabilities responding as directed by the Specialist Operations Sergeant.
This is a demanding role requiring flexibility and commitment. Officers must be prepared to be -on call and trained to suitable standards for the crewing of Essex Police marine vessels.
Experience as a Licensed Search Officer is essential.
Experience as a CBRN responder is essential.
The Postholder may be deployed to any part of the Essex Police Area and will be based at Boreham or Burnham-On-Crouch.
Each Constable will be expected to achieve a core (essential) skill-base and will also need to qualify in at least three of the desirable skills (shown below) as directed by the Specialist Operations Inspector to balance the operational capability and deployment for the team. On occasion recruitment to the team will be closed to officers with a particular skill in order to maintain operational commitments.
Postholders will be required to attend and pass the PNSC Licensed Search Officer course and licence requirements thereafter.
Postholders will be required to attend and pass the PNCBRNC Responder course and licence requirements thereafter.
Postholders will be required to attend, and MUST pass the required skills to enable them to undertake the role of crew for the marine vessels.
Postholders will be required to attend an Essex Police Trainer Skills course
Postholders will be required to be public order trained to B2 level.
It is essential that the post holder has a proven ability to plan and execute operations and has the ability to deal with officers of all ranks. Knowledge of Health and Safety and risk assessment policies is essential.

Basic awareness of the principles against terrorist activity, the Security Alert Status Levels and relevant policies. Effectively manage the operational response to a pre-planned or emerging incident, identifying and taking appropriate actions in response to the developing situation, updating relevant personnel and ensuring the welfare of those involved. Example: Ensure a clear understanding of your area of responsibility and obtain all available information relating to the incident. Fully brief officers under your command. Ensure that all activity in your area of responsibility takes account of the policing objectives for the incident Implement tactics sensitively, taking into account the impact on the community and individuals affected by the incident. Respond appropriately to the developing situation, implementing actions required. Identify appropriate actions when these have not been specified. Keep the Silver Commander updated, and Liaise with other Bronze Commanders as required. Liaise closely with other emergency services, as required, during the incident. Record all relevant activity and decisions to ensure a clear a dit trail, using the appropriate documentation. Protect the health and safety of all persons present, where possible. Ensure the welfare of officers throughout the operation and provide access to post-operation support as required. Debrief officers within your area of responsibility as they leave the policing. of the incident. Pass information received to the Silver Commander.
Has completed training for DVI in either Victim Recovery or Mortuary Operations and is able to effectively demonstrate the skills and abilities learned. Has completed required assessment alongside PDR for occupational health and psychological assessment.
Has successfully completed the Operational Advanced Driving course within the past 5 years and meets the aims and objectives of the course. Additionally may have been reauthorised to that level within the past 5 years. If required by role authorised to drive Technical Surveillance vehicles in mobile surveillance operations. And/or is authorised to ride motorcycles at an advanced level having passed an Advanced Motorcycle course.
Is equipped with and can apply police first aid skills, including the provision of BLS, effective control of bleeding, handling basic medical and trauma situations. Has satisfactorily completed the necessary training, with competence to a proven, approved standard and holds a valid certificate which equates to the HSE "Appointed Person". Retention of this level of competence will be subject to refresher training and re-assessment every three years..
Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within Force. Understands issues relating to scene contamination and can take practical steps to avoid it.
Has a basic understanding of Health and Safety issues affecting the current role and working environment. Takes responsibility for personal safety and the safety of others. Aware of hazards and reports problems identified to line manager. Understands and minimises the physical risk of injury through the use of proper manual handling procedures.

Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. Shows a good working knowledge of the procedures and techniques utilised in cell block restraint. Demonstrates competence in the defensive and offensive use of public order equipment. Shows the confidence and discipline to work with colleagues to detain violent and deranged persons. Has a working knowledge of IIMAC and other briefing techniques. Aware of basic equipment for entering premises. Has an appreciation of the consequences of entering premises.
Demonstrates an awareness of personal risk management issues, challenges or difficulties likely to affect the post holder in the execution of their duties. Has a working knowledge and understanding of Schedule 7 Terrorism Act. Has . completed the relevant national ports related Foundation/Stage One (or equivalent) course. Demonstrates the skills and ability that are necessary to initiate a Schedule 7 examination appropriately. Demonstrates the ability to prepare a schedule 7 examination strategy in consultation with others, ensuring the integrity and security of any record is maintained at all times. Demonstrates a basic knowledge and understanding of the key features and beliefs of the main world religions and has an awareness of the need to take into account cultural or other sensitivities during examinations. Has an appreciation of the potential for adverse community impact arising from the use of Schedule 7 powers.Demonstrates the ability to extract relevant intelligence from an examination and to convert this into an intelligence report. Demonstrates the skills and abilities taught for search techniques to a national standard on a Police Search Team Training course and is able to demonstrate the knowledge and skills learned. Is able to assess premises and situations using search knowledge. Is able to brief and/or lead a team of others in simple operations. Is aware of health and safety regulations in relation to search and entry.
Has been trained in the skills and demonstrates the ability to apply elements of the staff safety programme. These are: Communication Skills, Handcuffing Skills, Unarmed Skills, Incapacitant Skills, Baton Skills and Edged Weapons Awareness. Currently authorised to use these techniques, having received initial or refresher training within the last 12 months. Able to apply these . techniques in practical situations minimising the risk of injury to themselves and ensuring their own safety and the safety of colleagues and members of the public.
