Main purpose of the role:
Provide visible and intensive leadership for specialist operations and dog handlers including kennel staff. Ensuring all specialist training remains appropriate and in accordance with ACPO and National guidance. Ensure the efficient and co-ordinated operational management of all Specialist Departments, managing and reviewing performance and development of specialist departments, making recommendations to develop policy and procedure in line with force objectives.
To ensure dog welfare is of the highest standard at all times. Provide managerial support to all dog related issues, including dog bite complaint resolution and investigation, dog handler deployment in support of operational policing, the delivery of Dog Legislation Officer support and kennel management.
As required and on an on-call basis, provide an effective and co- ordinated response to the logistical needs of the Tactical Commander at any incident that generates demand for an abnormal level of facilities, equipment or personnel, including long-term resourcing.
Undertake Bronze command role as appropriate in emergency situations and for pre-planned operations.
Ensure the functional efficiency of teams and review equipment (e.g. vehicles, radio communications, emergency equipment) and staffing levels raising areas for development as appropriate via line management.
Develop reports as required to contribute to the Force reporting process and ensure strategies are implemented in the operational environment and reviewed on a regular basis and monitor performance in relation to targets.
Inspect and report on quality assure and all aspects of service delivery in line with Force Policy and targets, reviewing systems, procedures and working practices to ensure continual improvement in the level of service provided and Best Value. This will include the provision of advice and information relating to systems procedures and legislation.
Implement Force/Command policies and guidelines and internal working practices ensuring a high quality of service is provided to the public
Act as the single point of contact for colleagues across the force providing expert advice and guidance on the utilisation of specialist department resources responding to requests for corporate tasking.
Management vetting req
The post holder will mainly work office hours, however, it is expected that the post holder will require flexibility as there may be a need to adjust duties at short notice and may be a need to work extended hours for operational commitments.
The post holder will need to be able to use a computer, briefing systems and relevant decision making models.
The post holder must demonstrate proven leadership skills and an ability to prepare written reports to a high standard.
The post holder must demonstrate an extensive ability to plan, organise work efficiently, excellent interpersonal skills and sound decision making ability.
Upon application all candidates must have a minimum of a Neighbourhood Policing Patrol Authorisation (NPPA), with a recommendation for further training.
The post holder will not be required to undertake general purpose dog or specialist search dog duties.
Must be prepared to train and support the FCR Inspector role as well as the following specialist roles: CBRN Bronze Commander Counter Terro ism Security Coordinator Disruptive Effects Tactical Commander (DETac) including the Tactical coordination of Project Servator throughout Essex (but excluding Stansted Airport).

Crime Investigation (Level 4)

Drugs (Level 3)
Has a basic understanding of the various types of drugs and paraphernalia used to administer and manufacture illegal substances. Has a good understanding of drugs related offences, relevant legislation, the evidence required to support further investigation and an awareness of the support and assistance that other investigative officers and agencies can offer.
Health and Safety (Level 5)
Has received training which enables the effective completion of risk assessments and Health and Safety inspections of premises. Identifies defects or hazards and takes action to resolve any apparent health and safety issues within an area or department. Fully accepts responsibility for the safety of members of staff, as well as visitors and contractors. Monitors the application of health and safety related procedures for the area or department. Possession of a certificate level qualification in Health and Safety is desirable.
Informant Handling (Level 3)
Up to date knowledge of informant handling policy and relevant best practice sufficient to the current role. Able to recognise possible sources of recruitment and liaise with the appropriate KPM Team.
Information Management and Technology (Level 3)
Knows the range of police information systems available locally to support daily activities, and understands their uses. Can use police information systems to perform routine tasks. May be able to create simple records, and amends data to add information, within requirements of role. Understands data quality issues.
Intelligence Gathering and Analysis (Level 5)
Has a good working knowledge of the intelligence function as a whole. Able to undertake intelligence gathering and analysis in conjuction with other organisations, generally involving more complex situations and/or level 2 targets.And/or supervises others who are analysing and gathering intelligence. Able to make decisions regarding the allocation of information received and when packages are put together, to make decisions as to their level of priority
Knowledge of Legislation and Policy (Level 5)
Has a thorough understanding of the responsibilities of the police and all other participants in the legal process. Has overall responsibility for advising other officers on the application of all legislation, policy and procedure relevant to the current role. Confident in the application of the complaints procedure and policy, able to initiate an investigation, where this is warranted, and secure relevant evidence.
Management of Police Information (MOPI) (Level 5)
Has sufficient understanding of the NPCC records management policies be able to offer appropriate guidance and support to staff. Is able to identify the appropriate MOPI group for any record with a policing purpose and ensure that all policing records within the team are retained, reviewed or destroyed in line with the MOPI codes of practice. Quality assures staff to ensure a full understanding and compliance with the APP for Information Management (incorporating MOPI guidance), highlighting failings and taking appropriate action as required. Ensures training and / or refresher training is provided and completed. Ensures that systems are correctly linked together to ensure effective management and recording of information across systems. Appropriately reviews digital information held on system(s) and physical records in storage to ensure that they are retained only where there is a policing purpose. Complies with relevant policies and procedures in respect of prioritisation, sanitisation, dissemination, shari g, relevancy, accuracy, adequacy and timeliness.
Proactive Crime Investigation (Level 4)
Effectively plans and prepares work in order to progress a proactive investigation. Aware of the operational objectives and priorities, ensures effective recording of actions and decisions. Has a good understanding of the relevant legislation, policy and procedures appertaining to a proactive investigation .e. R.I.P.A. etc.
Research Techniques (Level 4)
Has a thorough understanding of research methods and is able to fully utilise these for a range of research projects. Able to analyse reports and data produced by other individuals/ organisations and extract relevant details to support the project in hand. Produces a range of options for consideration. Aware of the financial, organisational and service delivery implications of options.
Risk Management (Level 5)
Able to anticipate, accurately define and establish the relative level of risk likely to affect their specialist function, in terms of likelihood and impact, together with how the challenges facing the wider organisation might affect their role within the force.
