Main purpose of the role:

This JD is subject to HAY quality assurance and consultation. \n Co-ordinate the response to Public Protection Triage Team referrals and intelligence development requirements, managing the daily workload of the Triage Teams and ensuring research and information sharing activity is proportionate and in accordance with all relevant legislation, force policy and procedure. Provide advice and guidance to the Detective Constables and Triage Officers, who are tasked with ascertaining those victims that have suffered, are suffering or are at risk of suffering child abuse, including on-line abuse, Child Sexual Exploitation (CSE), vulnerable adult abuse or related criminal conduct and implement measures to safeguard them from   harm. To provide advice and guidance to assist in identification of those involved in the commission of the aforementioned abuse or related offences, and support operational staff to intervene, disrupt and collect evidence against them.

Main responsibilities:

  • Assess all Triage Team referrals and intelligence development requests to determine prioritisation level, ensuring high risk or time sensitive matters are accorded seniority.
  • Co-ordinate daily activity of identification and collation of information received, and held, by Essex Police concerning vulnerable victim abuse, ensuring DCs and Triage Officers liaise with partner organisations to share information, with the aim of developing a whole intelligence picture regarding vulnerable victim abuse, both within Essex and beyond, or regarding a specific triage referral, person, location or incident. Disclosure of information must only occur when proportionality, legality and necessity criteria are met.
  • Ensure effective planning and implementation of intervention and safeguarding strategies proportionate to the perceived level of risk, through utilisation of the National Decision Model (NDM), the THRIVE model, approved risk assessment toolkits and multi-agency liaison. Decision making and supporting rationale must be recorded on the appropriate auditable format and evidence sound knowledge, and ability, to balance the need to safeguard, the need to investigate and the need to adhere to human rights of the victim and suspect.
  • Monitor performance, taking remedial action where necessary, to ensure Triage Team tasks are completed to the required standard, adhere to legislation, force policy and procedure and achieve agreed service/ compliance levels of service regarding quality and timeliness to ensure that local and global service level agreements are met.
  • Address issues of concern escalated by DCs or Triage Officers relating, but not limited, to referrals received, information dissemination, risk assessment, time management or allocation of referrals for further activity beyond the OC, through clear communication and adherence to policy and procedure.
  • Manage and motivate DCs and Triage Officers by providing direction and leadership, completing staff appraisals, addressing welfare issues, advising on personal development, training and coaching, maximising performance of individuals and satisfying personal aspirations, in order to build and sustain an effective team capable of achieving OC objectives.
  • Establish, develop and maintain strong working relationships between internal and external organisations and professional bodies, working together to adopt co-operative working practices and to identify and promptly resolve inter agency issues, in order to develop links, exchange of information and to ensure compliance with standard operating procedures. Develop relationships with partner agencies and neighbouring forces in order to improve the intelligence picture and inform investigation and safeguarding activity.
  • Undertake all such other reasonable duties as may be required by OC managers, in order to ensure the OCs commitments are met. Complete training to ensure and maintain proficiency in role requirements.

Necessary experience:

The role holder must be PIP level 2 accredited, have 2 3 years previous experience within a Public Protection environment, and be able to demonstrate knowledge of multi-agency working, coupled with proven ability to assess and manage risk.

Previous experience of managing a team of police officers and / or police staff is essential.

The role holder must possess personal motivation and drive, excellent interpersonal skills, as well as the ability to form strong working relationships with both internal colleagues and external organisations/professional bodies.

The role holder must be able to plan and prioritise their own, and their teams workload, manage multiple demands and competing priorities often to short deadlines. Attention to detail is vital. The role holder must be methodical in recording their rationale and thought process for audit and disclosure purposes and be able to produce accurate information and reports within agreed deadlines. Strong verbal and written communication, team and leadership skills are essential.

A high degree of confidentiality, integrity and discretion is necessary, as the role holder will be required to deal with sensitive information.

A willingness to positively adapt to, encompass and manage change will be a necessary behavioural trait, especially during the early days and months of the OC when work processes will be refined.

The role holder must be proficient in the use of IT, although training will be provided for more specialist systems.

The role holder must have, or be prepared to acquire, SCAIDP (Specialist Child Abuse Investigators Development Programme) accreditation. The role holder will be required to acquire and maintain up to date, in depth knowledge of the Southend, Essex and Thurrock (SET) procedures.
