Main purpose of the role:
Review, investigate, manage and submit for prosecution, allocated cases of volume fraud and financial crime.
Investigate allocated allegations of volume fraud; develop investigative strategy to progress the case, including utilising designated powers to obtain search warrants and Orders where appropriate to obtain necessary evidence to progress the case to an effective investigative conclusion; whether that is no further action, referral or prosecution.
Identification of core offences to evidence and at the outset of an investigation, liaise with financial investigators to ensure all Proceeds of Crime Act (Poca) opportunities are explored and exhausted to allow correct progression of a case.
Identify potential witnesses, prepare questionnaires and composite detailed statements with reference to relevant accompanying exhibits including the preparation of schedules and tables to simplify and condense volumes of evidence/exhibits; where appropriate, liaise and assist with instruction of forensic accountants to support case progression and CPS decision making.
Identify, locate & trace suspects in order to interview them in relation to the allegations, ensure that the appropriate regulations and policies are followed to protect the investigation and any subsequent hearing from an abuse of process defence, ensuring that the investigation can be concluded efficiently.
Advise and support Officers in matters relating to the investigation of volume fraud offences which may involve assisting with searches in order to seize relevant evidence or attendance at arrests in order to progress the investigation.
Prepare case files for submission to CPS for advice on charges and thereafter, with relevant evidential updates as required; maintain liaison with CPS and attend case conferences with Counsel and ensure all relevant evidence is submitted; review unused material in accordance with Criminal Procedure and Investigations Act (CPIA) and discuss/disclose as appropriate with Counsel & CPS to progress and conclude a case.
Attend court as the case officer, exhibits officer or disclosure officer as required and to give evidence at trial as required to assist with bringing perpetrators to justice.
Security Check (SC)
Ideally the post holder would be qualified to a degree level or and have 5 years relevant experience. This is because of the requirements of the role and the need to produce complex high quality evidential statements and case files.
Proven investigative policing background and be able to demonstrate building evidential cases to a high standard, as the post holder will be required to proactively undertake and manager investigations to support criminal prosecutions - 5 years- experience of investigation.
Ability to demonstrate sound knowledge of CPIA, disclosure and practical application in the criminal justice system is essential.
Use intelligence to support policing objectives.
Excellent communication and influencing skills, including advanced interviewing skills.
Ability to demonstrate creative thinking, problem solving and ability to work under pressure as post holder will need to be able to identify and manage operational Threat, Harm and Risk.
Experience of intelligence and MOPI.
The post holder will have a willingness to complete the PSE equivalent of the ICIDP which is under development by the College of Policing to give the PSE the equivalent national training of a Detective Constable.

Crime Investigation (Level 4)
Able to recognise potential conflicts of interest between solicitors and suspects. Effectively plans and prepares work in order to progress investigatons. Analyses results obtained from interviews etc., in order to identify further offences, offenders and lines of enquiry. Has a comprehensive understanding of identification policies, procedures and their applications. Submits high quality reports and case files within time limits. Has an appreciation of the operating practices of the intelligence unit.
Forensic - Crime Scene Management (Level 3)
Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within Force. Understands issues relating to scene contamination and can take practical steps to avoid it.
Health and Safety (Level 3)
Has a basic understanding of Health and Safety issues affecting the current role and working environment. Takes responsibility for personal safety and the safety of others. Experienced in using the PEACE model. Able to manage an encounter with a solicitor practising 'active defence'. Able to effectively apply an up to date and in depth knowledge of legislation relevant to interviewing and fully understands the implications of S76/78 PACE.
Interviewing - Witnesses (Level 4)
Able to interview vulnerable victims and child witnesses. Considers the best environment in which to interview and consults with outside agencies. Able to effectively conduct video interviews.

Has a thorough understanding of all legislation, policy and procedure relevant to the current role. Able to apply this and offer advice to colleagues as necessary.
Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Risk Management (Level 4)
Able to anticipate risks likely to affect the team's ability to execute their function, in terms of likelihood and impact, and assesses how the challenges facing the wider organisation might affect their team and their objectives. Has an understanding of pathways to alert local managers to flawed or ineffective operational control strategies and provide continuity/recovery options. Has an appreciation that seizing opportunities also generates risks.
Search (Level 3)
Has a basic level of search awareness and/or exhibits the skills gained on a search awareness course. Understands the principals of stop and search and their application. Able to deal with associated paperwork, handling of exhibits and gathering of evidence. Has a good working knowledge of PACE powers and warrants and application of the same.
