It is alleged that, on 25 March 2026 whilst on duty as a police officer with Essex Police, PC Davies failed to take appropriate action after observing a cyclist travelling in a dangerous manner on the A1114, Chelmsford.
It is alleged that shortly after being deployed to an incident, PC Davies saw a cyclist riding towards oncoming traffic on the A1114 (Essex Yeomanry Way). Despite identifying the risk posed to the cyclist's safety, it is alleged that he failed to stop, check on the individual's welfare, notify the Force Control Room, or take any action to mitigate the immediate risk to life.
The cyclist was subsequently reported by members of the public and was later involved in a fatal road traffic collision on the A130.
It is further alleged that PC Davies later accessed police incident records relating to the cyclist without a lawful policing purpose and failed to disclose his prior knowledge of the cyclist's presence on the roadway.
