I'd like to request the following information under the Freedom of Information Act (2000):
1. The number of cautions given due to cannabis in each calendar year from 2020 to 2022, inclusive to the present day, and separated by ethnicity and age.
2. The number of arrests for cannabis possession in each calendar year from 2020 to 2022, inclusive to the present day and separated by ethnicity and age.
3. The number of arrests for cannabis supply each calendar year from 2020 to 2022, inclusive to the present day and separated by ethnicity and age.

Having completed enquiries within Essex Police in respect of Section 1(1)(a), Essex Police does hold information relating to your request. Under Section 1(1)(b) the below and attached have been provided in relation to your request:

Age is the age recorded at time of Crime/Arrest on the Athena system.
Crimes (Point 1): The offence type was not specified, therefore, we have included all offence types that include the word Cannabis (Attempted - Having possession of a controlled drug - Class B - Cannabis; Attempted - Possession of a controlled drug with intent to supply - Class B - Cannabis; Attempted - Supplying or offering to supply a controlled drug - Class B - Cannabis; Having possession of a controlled drug - Class B - Cannabis; Permitting premises to be used for unlawful purposes - Class B - Cannabis; Possession of a controlled drug with intent to supply - Class B - Cannabis; Production or being concerned in production of a controlled drug - Class B - Cannabis; Supplying or offering to supply a controlled drug - Class B - Cannabis)
Arrests (Points 2 and 3): Our records do not show Arrests for Cannabis specifically, therefore, a proxy of RFA Description has been used – please see details below:

Possession with Intent to Supply - used RFA Description = Drugs - Possession With Intent to supply - other than Class A.

Caution = Outcome Type = Adult Caution - conditional; Type 2 - Caution Youth; Type 3 - Caution Adult; Type 3A - Caution Adult - alternate offence. Offender has been given a simple caution under the alternate offences rule.
