Officers patrolling the Chelmsford district stopped a black Jaguar car in Broomfield Road, Chelmsford, shortly before 9pm on Saturday 27 December.
A search of the car located a large bag of white powder hidden inside a carrier bag in the passenger footwell.
Cannabis was also found in the car door pocket.
Two men from Greater London, aged 23 and 29, have been arrested on suspicion of PWITS (Class A) and possession of drugs: they remain in custody.
The 29-year-old has also been arrested on suspicion of driving with excess drugs.
Superintendent Ian Hughes said
These arrests reflect a robust response to a growing concern where people are prepared to supply or use controlled substances that are designed for use by professionals in other settings.
Ketamine is not a harmless party drug – it’s an illegal controlled substance.
Possession can lead to arrest and prosecution, and misuse carries serious health risks.
Our message is clear: don’t take any risks with drug.
Road safety is a top priority for Essex Police and throughout December we are supporting a national road safety policing operation targeting drink and drug drivers in Essex to make our neighbourhoods and roads safe.
We will not tolerate drink or drug driving or supplying drugs in Essex.
