Having completed enquiries within Essex Police and in respect of Section 1(1)(a), Essex Police does hold information relating to your request, Essex Police can confirm in respect of Section 1(1)(b) the below data
Please note the following caveat applies to the data
The only measure of mobile phone use in recorded statistics is the contributory factor 508. Driver using mobile phone.
This is NOT considered a reliable measure of mobile phone usage for the following reasons:
- Mobile phone use while driving is an offence, therefore many officers are reluctant to record this even if suspected, if there is insufficient evidence to prosecute.
- Evidence of mobile phone use is rarely apparent post collision.
- Mobile phones are only seized and interrogated, or phone records obtained from service providers, in the most serious/fatal collisions BUT even in these cases
- Phone use may not leave a detectable footprint (e.g. scrolling through a social media feed)
- Phone use cannot be attributed to the driver if there are other occupants in the vehicle
- Even when phone use by the driver is evidenced, the statistical return of the collision is usually submitted well before the results of these investigations are known
Data is correct as at 3rd August 2020, and has been calculated based on Collisions between dates of 1/1/2010 to 31/12/2019 (120 months)

d. driving under the influence of alcohol/drugs?

We do not issue FPNs for Driving Under the Influence of Alcohol or Drugs. All offences would be charged if they come up to proof and are going to be prosecuted.
e. disobeying parking regulations?
Parking violations are not a police matter – they are a council matter.
2.) How many accidents have there been for the year 2019 and 2020?
In respect of Sec1(1)(a) Essex Police does hold information relating to your request however road collision data is published and will be regularly published therefore for the purpose of section 17 of the Freedom of Information Act 2000 (FOIA), this part of my response serves as a formal notification of refusal of your request on the basis that the exemption given at Section 21 of the FOIA applies (Information accessible by other means).

Injury-collisions during 2020 involving one or more fail-to-stop vehicles = 262
Casualties in these collisions = 326 (3 killed, 48 seriously injured, 275 slight injuries)
