FOI Duty
First Duty – Essex Police holds some of the information relating to your request
Second Duty – See below
Fact - It is not possible to extract and verify all the data in your request
Exemption - Section 12(1)
Refusal - Section 17(5) of FOIA
Reasoning - With regard to Questions b), c), f), g), h) and i) above, it is not possible to accurately extract this information from our recorded vehicle theft data. There is no mandatory field to include data such as the methods used in the theft of a vehicle, the age of a vehicle and the security precautions used within a vehicle. It is not held in a readily extractable format nor is it held on a central log.
Each relevant crime record would need to be reviewed, which would take approximately 30 minutes per record to establish the facts, that is to say whether the details for Questions b), c), f), g), h) and i) were held within the investigation notes in free text fields – this would take considerable resource to achieve and, therefore, is regarded as excessive and would exceed the time and cost limits under the Act.
Similarly, for Question j), not all Vehicles are noted as returned to owners, some property may be noted as Recovered, where that data is available it has been reported below, but represents partial data. In order to determine the Returned status in all cases would require the same manual review of each stolen record.
Duty to assist – When refusing a request on cost (Section 12(1)/12(2), outside of the act and in effort to assist we can provide the following
